Using the word "an"?

i want to ask this question cause i'm always wondering about it. cause my cousin told me that you will just use "an" when the next word is starting with a vowel but my problem is about this word. "an hour" i want to ask how come that they used "an" to a word "hour" even its not starting with a vowel.
