If Obama is so concerned about torture, why does he pal around with dictators all over the world?

Obama wants to investigate former members of the Bush administration and other individuals that had a part in the "torture" at gitmo. If he is so concerned about that, how come he bows down to the Saudis, pals around with Chavez, and wants to get closer with Iran and Cuba? Why doesn't he speak out against the real torture that is going on in those countries?
