Swine flu...why did i have to pay?

i want to know why the doctor made me pay for the swine flu jab ....even tho im asthmatic and a home carer ...the doctor told me because i dont have a yearly check and and dont have a pump on a regular basis i have to pay .... why??? even tho i care for the elderly in their own homes yet other carers have got it for free.
